I think the latter.  In the Fifties and early Sixties I used a lot of
Adox KB-14 film with Tetnal Neofin Blue developer.  About 1960 Tetnal
introduced a color developer kit, which I never used, but a few years
later it stopped making Neofin Blue (or the importer stopped carrying
it, I don't remember which).  It seemed as though they were
desparately going after the then-burgeoning color market to keep from
going under as a little fish in an overcrowded pond.  (Bad figure of
speech, I know--fish don't mind "going under.")
