If the ir neg is overexposed (dense) there is a loss of highlight contrast
that can be partially recovered by using kodak polycon III.  For "normal" ir
negs, i use ilford mgIV which is very "highlight-friendly".  For handcoloring
and convenience, try the luminos "RC-ART", a resin-coated paper that looks
and feels like fiber and accepts coloring with no surface preparation.  For
fiber, I use the Luminos Charcoal R which has a wonderful "art" surface, warm
tone; or try the Kodak Polymax Fine Art "G" surface for contrast control and
nice handcoloring surface. (this is a "cold-tone" emulsion on a cream base)
