Shooting in complete darkness

        A friend of mine asked me the other day if infrared film would 
work well for surveillance work . Is it possible to do it without an 
infrared light  shooter (please excuse the lack of the correct term :) ) 
using HIE 135 ? It would seem that if the film is labeled as being "high 
speed" than it should work under very low lighting conditions, however, 
everytime I try to use it under low lighting conditions it never comes 
out (I set it for asa25 with a red filter, should I set it for 1600 ? )
