I've been using Kodak HIE with a Wratten #25 red, rating the combination
as ISO 100.  It works well for the developing procedure I use.

Even so, I don't know what the HIE reciprocity curve is like at longer
exposures.  However, any exposure longer than about 1 second won't work
well for surveillance.
