I have never seen a dedicated IR meter either, I almost suspect that 
these have more value in scientific applications. 
As for accurate metering: my Gossen does show a nice linearity in
line with my rule of thumb. Starting with 400ASA, it shows an 
accurate +3 for red, +4 for #87 and +5 for #87C. That is way more 
accurate than any camera meter, but I still rely on +1/0/-1 
bracketing. But I do the same (to a lesser extend) with all my films.
Note that this is not a spot meter, but for the opaque IR filters 
that wouldn't be an advantage either, unless one has a TLSM. 
(Twin Lens Spot Meter....I don't believe those exist....:-))
