HIE development control can certainly be used with the typical caveats
that what I use may not be what you want.  MY starting points are:
          EI    D76 1+1 70F
          64    7 min
         125    8 1/3 min
         250    10 min
         500    12 min
        1000    14 1/2 min
This is for small tank development for a condensor enlarger.  Of course,
this information is of limited use, as 35mm Zone System is almost a
contradiction in terms, but might provide you with somewhere to begin.
