Yes, pretty well.
IR light penetrates certain things better than the visible spectrum.
Certain paint pigments are more transparent to IR than others, so therefore,
you can use IR to act like a pseudo Xray.
Depending on the painting, you might be able to see other layers of paint
not visible to the naked eye, or even a signature, hidden by overpainting or
just years of dirt etc.

Yes, it can be. It can also be good for detecting forgeries and alterations
to cheques (errm, that's 'checks' in American!).
