The answer is a qualified yes, and a full-blown yes.

The qualified yes is that any EOS body can use IR film.  Some of them
will fog some of the film.  Take a look at the IR Gallery image that
shows a negative and a contact from film run through an EOS A2.  The
fogging isn't negligible, but you can either dodge and burn to get
around it (the sunset picture I did was from that roll), or you can
crop it out.

The full-blown yes is that there are EOS bodies that don't use IR
counters.  The EOS 1N and 1N-RS (I think) fall into that category.
According to WJM, some of the older EOS bodies do as well.  The upshot
is that if you go to a swap meet or a camera store that carries used
equipment, you can find out by opening the camera and looking for a
mechanical sprocket counter.
