That's because of the lower colur temp of your tungsten lighting - it
outputs more red.  That, and the fact you were using a #25 filter.

If you were using flash, AND an IR filter (89B or 87), then you'd find the
flash, due to it's fairly high IR output, would give good exposures.  I'd
imaging, in this respect, the exposures with Tungsten and flash would yield
similar ISO's for your subject / development rate.
