cause and cure - black spots!

Dear all,
Can someone tell what causes the black spots where highlights occur on
Kodak HIE negatives ? Is it the fact that the film base is clear and when
you get a highlight, the point of light 'spreads' on the film?
How can this be avoided - surely if you shorten the exposure to limit the
highlight, shadow detail will be lost. Would it be the case that the film
would have to be given N-1 or N-2 development to hold back the highlights
on the negative ? Or is the damage already done when you expose the film ?
I have only put one roll through as negatives - processed in Ilford LC29
for 6mins at 20C. I usually process the film as slides - so i'm new to
this game. Any hints you can pass on would be great.
Hope you have a good weekend,
Paul
