Generally speaking, development controls contrast and exposure controls
density. With that first roll were they overdeveloped or overexposed? While
there is a slight change in ASA when you change developing times, it
doesn't make film less exposed. Correct exposure is whatever you're seeking
but is usually printable detail from shadows to highlights. Overexposure
should be adjusted by less exposure.
Also critical is agitation. Whenever you have a highly dilute, but powerful
developer (rodinal/HC110) you can get anywhere from a highly compensating
developer that easily prints tones from shadow to highlight or a contrasty
effect, simply by altering the time, frequency or strength of agitation.
