I have shot many, many rolls of Konica IR.  I have never worried about 
changing films in darkness.  Indeed, there is no warning in the instructions
about this at all.  I have even, in bright sunlight and with no convenient
shade nearby, created my own "shade" by hunching over my Ikoflex and
changing film!  I have never observed any fogging, even at the edges.
Obviously Konica has done an excellent job of making their backing paper
and cutting it with high precision to fit the spools.  I think that
this is the very least of your worries when working with this film.
