Konica and 87

I just developed my first roll of Konica in years, and using the 87
opaque filter. I took alternate shots with the 25 and the 87. I
exposed the 87 3 stops over, and the 25 two stops over.
The shots with the 87 are extremely underexposed, or blank. Is this
because the 87 is only letting in IR above the 750 range of the Konica?
Or would going a couple of more stops help?
I was using the exposure data from White's book on IR.
