You need a tank and chemistry.  That's it.  I use the same Patterson
tank I use to develop my B&W.  Total cost should be in the $30-40 range.

EIR, like HIE, does not have an anti-halation layer.

A polarizer will work nicely with this film, as two of the three layers
are sensitive to visible light.
