Air bells and the banding are some of the symptoms of inaccurate agitation.

I pre-wet my film for about a minute in ordinary tap water at the same
temperature as the developer (D-76 straight).

At one time I had trouble with dark bands running from one set of spoket
holes to the other (on the opposite side of the film). I discovered the
error was that in my zeal to dispel air bells, I was banging the tank too
forcefully on the countertop. I in effect was causing small jets of
developer to speed across the film.

As they say in 12th step programs, "Easy does it."
