I'm not sure I know the answer here.  I am assuming that the film was
loaded and unloaded in the dark, so that there is no fogging.

Xtol has been working wonderfully with my TMX.  TMY does not "push" well
at all, so I wouldn't necessarily blame the developer.  TMZ in Xtol did
not work well for me beyond EI 1200, though working with negatives shot
at EI 1000 yielded wonderful results.  So far, I've found Kodak's times
to be very close.

I shot my current roll of HIE at EI 1000 and made a guess at development
via Xtol.  It appears pretty close, though I'll need to make the prints
before making a decision.
