I'd suggest experimenting a bit with your exposure index (EI).  I had
similar results with my first roll of IR-750, also shot through a #25
filter with the film rated at EI32.  The only difference was that I was
using HC110 as my developer.  On my second roll, I tried photographing a
"normal" scene at EI32, EI64, EI100, etc..  If I remember correctly the
EI64 frame was the best one.  Things were still a bit contrasty, and if I
ever shoot a third roll, I will decrease my development time a bit.  (I
believe I was using 8 minutes at 20 degrees Celsius.)
