I doubt these guys are smart enough for this, but fact is that normal
neutral density filters have no effect on infrared, the dyes only
block up to 750nm or so. Same goes for polarizers, and grad's of
course.
If such darkened windows are in the same ballpark, then one could get
at least b&w infrared pictures, probably requiring (IR) flash as
well.
Again, I doubt these guys have the brains to deal with this film,
but one can compensate a lot for $1x10^6.
No doubt they have image intensifiers (night vision tubes) available
in their equipment pool as well....and those are also
IR-sensitive....not a constellation I would want to use on a bike,
but who knows.
