One I can answer at last!  This is touched upon in the excellent book by
Laurie White. If I remember correctly (can't find the book this sec) she says
that fluorescent lights commonly have discontinuous spectral emission curves
and are designed for maximum efficiency. Consequently their output is
restricted to the visible spectrum.
