Perhaps it's time to educate the Brasilian authorities with much
more scary stuff....I recently attended a demonstration with hand
held heat sensitive cameras. No larger than a video camera, only a
few seconds for the electronic cooling circuit to start up. US$14,000
and you have a unit with which you can see through smoke and fog,
check which vehicles were freshly parked, and where people have been
sitting in a room. HIE is childs play compared to this. And even as
a civilian I could buy one, unlike US-made Gen III night vision
scopes (police/military only). 

Always nice to have something a little out of reach on your wish
list....:-))
