I have always put my film (before and after exposure) in a lead film shield
bag in my checked luggage, and never had a problem.  But I've never
travelled abroad from the US with HIE either.

A photographer friend took a trip to Jamaica and hand carried his film.  The
inspector wanted to open it.  Luckily Dave had a changing bag on him, and he
put one roll at a time into the bag and let the inspector open it to verify
that film was indeed in each cannister.  He said the inspector went through
half his rolls before she was satisfied and let him through.
