I think that might work, the only problem I can see with a method
like that is the fact that surely the pistol grips are curved and that
might have an effect on the result.

If they are carved in, or the ink has corroded the surface of the ivory,
I would try just a simple raking light photo.  We just use a old
projector with the lens removed, this enables us to show the slightest
deformation of the surface and even shows up all the fine dust on the
surface.

I know this is getting a little off topic but the IR is still the best
bet. And
by the way has anyone taken the job yet?

I agree with your suggestions, and would like to add another possible
technique.  I've made use of reflective polarization to make photographs
of carved text in gravestones.  Basically, a reflective surface tends to
polarize light.  By putting a polarizer on the camera lens, and using a
very direct light source you can set the polarizing filter on the camera
to cancel the polarized light reflected from the surface.  The carved
pattern presents a different angle of reflection to the light, and hence
produces a different angle of polarization.  This increases the contrast
between the base material and the carved surface. Further enhancement
might be possible by scanning the resulting image, and processing it
with
an edge detection filter.
