Outside the US you need a permit/registration (Gen 3/Gen 2) for US 
made NVD's....according to the Dutch distributor, this is getting 
stricter and stricter....it even applies to high-end C-mount lenses, 
and, don't flip, the manual for a Gen 3+ tube. In each and every case 
the individual end-user must be known and approved.
I am sure this is not invented by the manufacturer, but all
resulting from the Strategic Goods legislation of the US government.

But of course, it is well known that US citizens can take any NVD 
with them abroad, and sell it here. And there are plenty of 2nd hand 
suppliers who couldn't care less.
