Fluorescence is light emitting (more than reflecting) at a longer 
wavelength than the light source itself(*). 

Most common in photography is UV-fluorescence, ie UV light and
visible photography (requires black UV-pass filter on light, and 
clear UV-block filter on lens). 
Note that this is not the same as UV-photography, where you record 
the UV-reflection/emission itself, and need at least a black UV-pass 
filter on the lens, as well as UV-sensitive film (or even special 
UV-transmissive lenses in case of deep-UV.

I am not exactly sure what is ment by IR fluorescense, but it at
least requires recording in the infrared spectrum (it can be
triggered by UV, visible or near-IR light).

(*) though I believe there are one or two types that emit in a
shorter wavelength, and there are also many types of fluorescence 
that don't require any light, but other types of stimulation, like 
mechanical (squeezing/rubbing), chemical (combining fluids) and 
electrical.
