Distilled water is the best bet anyone haves that the chemistry can be mixed
consistently and uniformly time after time.  I've used distilled water to mix
my developer for years.  I am a firm believer in HC110 and distilled water.
My lower grain and consistent tones I feel attest to the merits of distilled
water.  The cost is minimal and the results will be rewarding.
