I think you are confusing carry-on with check-in luggage....the owner
of the luggage is far away when the check-in luggage goes through the
scanner, deep down in the cargo department. No hand inspection
possible....so they crank up the scanner.
I also believe that for this type of radiation lead offers very
little protection, if at all. It might work for carry-on inspection,
as long as the operator doesn't crank it up as well, to see through
this dark object....8-))
