I have used HIE in three Leicas, an M2, M4, and IIIf.  Never had a single 
problem.  

Your problem does appear from what you say to be related to the shutter, 
however.   It would seem to me that Leitz would be eager to make it work 
right for you.  It is not in their interest to have Leicas out there -- 
especially one's that they have just repaired -- that don't work.
