think this is because at the sky, when the sun is setting goes from blue

Do you mean that the sky was "black" on your print from the HIE film or
that the sky was black to the naked eye? I'm curious to know because I
just shot half a roll of Ektachrome EIR at dusk with a #12 filter at ASA
320 and got virtually no exposure! Even the street lights rendered
dimly.
