The center of that ring seems to be center of the column where it flares out.
Almost directly across from the light pole, on the other side of the column, and a
little lower, is something that looks like lens flare.  It has a slight resemblance
to the focusing rings inside an SLR (yes, I know that doesn't make it onto the
film).
