I set my camera's meter (usually) to EI 250 and meter through a #25 filter when
shooting HIE.  You will find that your equipment and method of
shooting/developing will differ from mine, so experimentation is the watchword.

For instance, you mention shooting Konica IR at EI 64.  I meter through a #25
filter at EI 8, which tames the contrast wonderfully.  We all look for different
results.
