I would think that there's more to it than that.  The right paper would need to
be procured, as well as spools, tape, etc.  A machine would be needed to put it
all together.  Quite possibly, the machine(s) to do this would need to be placed
in the proper room and people would be needed to man them.  Like I said, they
don't really make money on infrared film, so it is best to place their resources
in an area that will provide them with a profit margin.
