Intensifying HIE negs

I have a few frames that I'd like to perk up. I can't quite get a full
tonal range even using Grade 5 paper or pure magenta light on Multigrade
IV. The scenes themselves were rather low contrast to begin with (shot at
dusk) and the processing was on the weak side (a normal neg only showed
about 0.6 C.I.). I am looking for some of that chromate-based intensifier
in the local shops, but in the meantime I wonder if selenium toner will do
the job. Can anyone suggest a dilution and time for using the toner on HIE
negs?
Thanks,
