David:

1:1 dilution means exactly that, 1 part stock solution, 1 part water
(distilled if you are picky). If you are developing only one roll then
that's 4.5 oz of XTOL, and 4.5 oz of H20. That will give you enough
developer for one roll.

On page 2 of the PDF file with instructions for XTOL for small tank
processing
<http://www.kodak.com/global/en/professional/support/techPubs/j109/j109.pdf>
does reccommend that you have at least 3.5 oz of XTOL regardless of which
dilution you are using.

"We recommend always starting with at least 100 mL (3.5 ounces) of
full-strength developer to prepare the diluted solution for each 135-36 or
120 roll."

Do some tests, your mileage may vary as far as exact development times.
