I will assume that you want extremely grainy negatives.  When HIE is shot at EI
250 as metered through a #25 filter, I found 1+75 dilution 70F 7 minutes to work
well.

If you are not looking for grainy negatives, then D76 or Xtol would be a better
bet.  However, I have found Rodinal to work wonders with HSI and consider it to
be my "standard" developer for the larger format negative.
