I think that it is relative, if you overexpose and underdevelop grain 
will be smaller, thats true of other films, whereas simple 
overesposure will result in larger grain.  If you underexpose  and 
then overdevelop your grain will be larger, but if you just 
underexpose there shouldn't be an increase in grain, but a 
decrease.
