A gel filter with manufacturing scratches is defective, so I'd
return it for a replacement. A good gel or thin resin filter is
otherwise one of the best filters available, at least when new.
It's also quite flat when mounted well. The tape keeps the film
in enough tension to keep it flat even in fairly severe
conditions -- I take my OM-1 with internal gel mountain biking
and haven't had any trouble with the filter getting shaken out of
position.
Since I can only change the HIE in a changing bag or the
darkroom, there's less chance for stuff to fall into the camera,
so I haven't had trouble with dust on that face. Likewise, on
the front. if you change lenses only in clean conditions, dust
isn't too much trouble, and you can always dust off the gel when
there's no film in the camera.
Fingerprints can be a problem if you're in the habit of touching
the back of your shutter, but otherwise your fingers shouldn't be
anywhere near the gel.
All in all, I've found it to be a very trouble-free system. The
only time I can remember having trouble with dust was when I
changed lenses in the middle of a gravel pit. I don't do that
any more.
