I've found the time recommended on the data sheet works quite
well for me. D-76 6 min at 20C. The data shet also lists times
for developers equivalent to DK-20 and ID-66, including
characteristic curves for each developer at several times. See
http://members.xoom.com/josh_putnam/photo/konica.html for a scan
of the data sheet including the charactersistic curves. Not the
clearest scan since it's off of a photocopy of a photocopy, but
it's readable if you print it out.
As for EI, I shoot it at 1 with a no.87 when I'm on a steady
tripod.
