Even better, I recommend you dump Outlook, and find a decent mailer, 
like Eudora or Pegasus....even money can't be the problem, since both 
are free, unlike Outlook....
The Net was born without Gates, but he sure has done a lot to kill
it, ranging from winmail.dat/RTF/v-card and HTML-crap in mail & news
to this inverse quoting order. So forgive me if I don't care one 
little bit about what Mr. Gates thinks of how mail should look 
like....he wouldn't recognize a efficient message even 
if he stepped on it....;-((

If you don't need to reread it, then there is no reason to quote 
the entire message either (one of the arguments in favor of of quote 
on top, since that forces people to cut down quotes).

Below also a collection of messages that address this default 
quote-order issue for several mailers:

If this is the case then why do email programs automatically start 
the
message at the top when replying? I use netscape and it always puts
reply at top, is there a way to change this?

Microsoft has this, so does pine (I'm using it) and emacs. you just 
don't
know how to do it. In pine, the option is called: "Signature at 
bottom",
in emacs, I don't remember, but you have a somewhat similar option.

Most mail software isn't designed with mail lists in mind.  For 
simple 
correspondance, reply first-quote second makes sense--You can 
generally 
assume the person you're replying to remembers what he e-mailed you 
about.  Even
here, though, reading the messages can get cumbersome when a long 
series of
replies developes.

For an e-mail list, you're not replying just to one sender, but to 
hundreds of
recipients, and it would not be reasonable to assume all of them know 
what the
original message was.

Sure.  On the tool bar click on EDIT, then click on PREFERENCES, then
MESSAGES.  In the area called FORWARDING AND REPLYING you can select 
where
your reply will be.
