Was any part of the film dark? If not then "it went through the fixer first" 
is a possible explanation. 

Another is that through some error or oversight the solution you thought was
developer was, instead water or stop bath.

Finally, did you make sure the moon and the stars were properly aligned during
the process??   ;-)
