Sorry if this has been pointed out before but am just getting into the fray
here. It seems to me that the effect is the same. Neon lights are fluorescent
lights except that they are made up of a mixture of gases that is different
from what we normally call fluorescents.

As for IR output this depends on spectral energy distribution of the glowing
gases. If you are photographing with a #25 filter you will, of course, be
greatly influenced by the red neon lamps but the blues and greens will have
little effect. Another factor to consider is whether one is using any filter at
all. If using a filter then the level of exposure also plays a great part in
the ultimate results. You will get the "glowing feeling" through simple 
overexposure.
