Perhaps because nobody asked Kodak! <g>  It is a good question, so I
called Kodak and asked.  The reason that HIE and HSI do not have an
anti-halation layer is that it impedes infrared.  With the layer the
sensitivity would suffer.

BTW, anyone wishing to call Kodak with a question can do so through their
toll-free number, 800-242-2424.  I wish that we could get an answer on the
white spots on HSI, but that simply may not be something that they are
willing to work on (remember that this product was not really designed for
consumer use - it's cut down from their 8X10 sheets that are used by the
DOJ and other agencies - not an excuse, but just a reason as to why they
may not be willing to expend resources to correct the product).
