Sorry if I make things even more complicated, but IMO this conclusion need not be true. Just some
days ago I developed a roll of HIE myself and found - surprise ! - that the header was almost
completely black. The black area was very short, about 3 or 4 cm only and it had - most
surprisingly - a sharp, clear-cut edge. The rest of the film (i.e. all of my pictures) was alright
- not the slightest trace of fogging. BTW, I have seen this phenomenon on some other rolls of HIE
before. Apparently, it does not affect the pictures at all.
I do not think the black header is a sign, that you did something wrong in loading the film. At
least in the case of my negs the black part was way shorter than the stripe of film I have to pull
out when loading my camera. So it is quite impossible, that the film was fogged during loading.
Regarding the clear cut edge, I would rather suggest, that the black header is the result of very
low amounts of IR light reaching the film over a long time. If it was the result of a short, but
relatively strong IR exposure [e.g. during loading the camera in a non-IR proof changing bag ;-)
], the light would "bleed" into the film. You would probably never get fogging with clear cut
edges. Maybe - but this is just a guess - the plastic container of the film is only 99,9 % IR
proof. Given this, you might get a black header if you do not always store the whole film package
in an IR-free environment [which is of course hard to avoid ;-) ].

rolls of HIE containing quite important pictures an E-6 cross-processing...
