No, simply two stops shift to reach 1/250s @ f2.8-f5.6 (200mm lens).
But yes, focus does get problematic....there are a few high-end IR-corrected
tele's on the market (the better APO's), but not for EOS, and
definately not in the most compact category (a 200/2.8 can be stored
upright in a LowePro PhotoTrekker, anything larger (or zoom) can't.
Most sad detail is that Canon's Image Stabilisation would be a nice
(albeit not perfect) solution for this....those two additional stops
in 'handheldability' would allow stopping down to 1/60s @ f5.6-11,
but until now there hasn't been a solution in 200mm (300/4 IS is
effectively just as slow, 100-400/4.5-5.6 idem, and 300/2.8 is too
large & heavy).
And with 'not perfect' I mean that stopping down and a large range of
focus is not always wanted....especially with the overall
blur/fuzziness of HIE a snap focus against a blurred background gives
a nice extra visual 'kick'.
