You can go for months without refrigerating the film.  Personally, I order a
large batch in the winter - enough for a few years (my HIE is currently on
1997 film) - so that I don't have to think about the film sitting on hot
shipping docks in the summer.  When I receive it, the film goes into the
freezer until it's time to use it.  It probably isn't much of an issue, but
that's just the way I do things.

Simple - just carry it on.  HIE is no more sensitive to xrays than other 400
speed film.  The mistake people make is that they might either put the film
in lead bags or otherwise try to hide it.  This can cause security to be
wary and you may be asked to remove it for inspection.  Obviously, you don't
want them opening the cannister to look at the film.  Just keep it with your
carry-on luggage and you'll be okay.
