A rule of thumb I've always used is to assume that IR reduces at half
the rate of visible light in shadow or cloud cover.  In other words, if
the visible light reading is 3 stops down from sunny/16, I start the IR
exposure at 1.5 stops down.  Not very scientific, I know, but it has
always worked for me!
