Different people use HIE in so many different ways that it is almost
impossible to give a blanket recommendation.  I "generally" shoot HIE at EI
250 when metered through a #25 filter and "generally" used to develop it
with D76 (I now use Xtol - wonderful stuff) 1+1 70F 10 minutes.  Examples
can be found on my Web site.

Bottom line is that everyone needs to do their own testing to see how best
to shoot and develop their own film.
