I don't know if something similar is available for
majordomo-managed lists, but a few lists I'm on, including one I
manage, are run with Mailman, and have a de-MIMEing filter that
strips all non-text MIME parts and rejects postings that can't be
reformatted to proper text.  I know nothing about the internals
of the filter, it was developed by the guy who runs the site the
lists are on.
