HIE developing

I'm getting ready to take the leap and begin developing my own b&w
and b&w IR film. I need helpwith the following questions:

1) Is D-76 the best generalpurpose developer to use?, and
2) Will the black plastic lid on my Adorama stainless steel tank be
IR proof?
3) Other than being particularly concerned with light tight
procedures,anything specialI should be doing with HIE that I wouldn't
need to do with Tri-X?
