Kodak will sell 8X10 HSI (not HIE) to anyone.  However, the caveat is that
there is a minimum purchase amount.  I have been in three groups of people
who have tried to come up with enough to get the minimum.  I can't remember
exactly what the minimum order is, but it is well in the thousands of
dollars.
