I load 70mm HIE film in subdued light with no problems and without a leader.
I use a Jobo Maxilux safelight set on green filtration with a 82mm B+W IR
blocking filter about 3 feet away from the film. The Jobo safelight can be
found on ebay for less than $50 and the B+W 82mm filter is a little over
$100. ( I happened to have both items; I didn't just go out and blow $150 to
be able to load my IR film in subdued light)
A cheaper solution would be to get a cheap fluorescent or LED safelight
(tungsten safelights will probably emit too much IR) and tape some dark
green gels/acrylic plastic/glass over the light source so it is emitting
mostly green light. HIE is least sensitive to green light.
To be extra safe I'd replace the felt traps on the 70mm casettes with IR
opaque/black felt material. Kodak's felts are IR translucent and show up
white under IR illumination and leak IR light like a sieve.
IF the above precautions are followed, you won't need the paper leader.
